Context
The Union Budget decides much of what a state government can actually do. Himachal Pradesh matters to India for its water, its ecology and its border position, but budget analysis rarely looks at it that way. We read the 2026–27 budget specifically for what it offers the state, and what it misses.
HITA’s role
We worked with five experts to go through the budget: which lines, schemes and provisions are relevant to Himachal Pradesh, and what the state needs that the budget does not yet provide.
Outcomes and status
The analysis and recommendations went to the Government of Himachal Pradesh and the Union Government. We plan to repeat the exercise each year.
